John L. Bley

John L. Bley is the Chief Executive Officer of the company with over 30 years experience in the financial services industry. Prior to his appointment as CEO, John was a lawyer and served as chair of Foster Pepper’s Financial Institutions Group, advising credit unions, banks and other financial institutions on regulatory intervention, compliance and enforcement prevention, regulatory and legislative relations, strategic planning, corporate governance and mergers and acquisitions. He has been engaged as an expert witness advising on regulatory process and enforcement actions. He is a member of the board of directors of RiverBank, Spokane, Washington and serves as Chair of the Audit Committee. As the state of Washington’s first Director of the Department of Financial Institutions, John managed approximately 150 professional examiners, lawyers and staff with a biennial budget of $25 million. In this cabinet-level position, he gained broad experience working with federal and state financial institutions regulators. Mr. Bley holds a J.D. and MBA from Willamette University, and has been admitted to practice law in Washington State since 1985. He was honored with membership in Best Lawyers®, the oldest and most respected peer-review publication in the legal profession.

Cliff Cook started his banking and compliance career in 1974 and is recognized regionally and nationally for his work in the compliance field. Before joining Compliance Services Group in 2017, Cliff was President of Compliance Services, Inc., which he founded in 1993.

Since 1994, Cliff has been widely recognized by the Banking, Credit Union, Consumer Loan, Payday Loan, and Title Loan industries as an authoritative source for Truth in Lending Act compliance, with particular expertise in assisting lenders in complying with the Annual Percentage Rate requirements, as well as issues related to credit cards and lines of credit, closed-end products development, loan agreements, loan origination systems, loan servicing systems, and bank partnership arrangements; including bank-fintech partnerships.

Cliff is a co-author of the “Annual Percentage Rates” chapter of the American Bar Association’s Truth in Lending Manual, 2023 edition.  Recently, he has been assisting the commercial finance industry and law firms on compliance with state-required commercial financing APR disclosures.

As a banker, Cliff had the honor of being chosen to serve on the Federal Reserve Board’s Consumer Advisory Council, where he chaired the CRA Committee. He has authored several books and articles on compliance issues, including a Regulation Z Compliance Manual published by the Washington Bankers Association. Cliff was one of the original members of the ABA’s Money Laundering Task Force, and has testified, on behalf of the ABA, before a United States Congressional subcommittee on anti-money laundering initiatives. Cliff was an original member of the Editorial Board of Advisors for the ComplianceAction publication and has been a frequent speaker at compliance schools and seminars.

Cliff was previously the Vice President and Compliance Manager for Puget Sound Bank in Tacoma, Washington, where he worked for over 19 years. Cliff has served as Chairman of the Washington Bankers Association Compliance Committee and was a member of the American Bankers Association Compliance Executive Committee. He is an honor graduate of the Pacific Coast Banking School at the University of Washington, and a has been a Certified Regulatory Compliance Manager since August 1991.

James has 30 years of varied financial institution experience. He is responsible for monitoring and analyzing new and changed regulations, identifying credit union impact, and recommending steps for compliance. James also provides consulting advice on all areas of compliance with consumer protection regulations.

joan Cook

SENIOR COMPLIANCE CONSULTANT

Joan began to work in the financial services industry with Puget Sound Bank/Key Bank in 1970. She has held multiple management positions in the bank’s business lines. These responsibilities included supervision of consumer, trust, and bank investments, as well as a regional private banking operation. Compliance oversight of banking and securities industry regulations were a major responsibility in Joan’s management roles.

After joining CSG in 2007, Joan has played a key role in assisting consumer lending clients with the Annual Percentage Rate requirements of the Truth in Lending Act, and with Compliance Management Systems.

Her expertise includes testing loan samples to assure compliance with the interest and payment terms set out in client loan agreements, reviewing clients’ Compliance Management Systems to assure conformance with guidelines established by federal financial institutions enforcement agencies, reviewing client websites for compliance with the Americans with Disabilities Act, and performing reviews for compliance with the SAFE Act.

Richard C. Insley

CONSULTANT

Richard’s career in banking regulation began in 1970 at the Federal Reserve Bank of Richmond where he conducted the earliest compliance examinations and helped develop the compliance examination program for the Federal Reserve System.  While at the Fed, Richard developed Truth in Lending calculation software systems, trained and supervised TIL compliance examiners, directed TIL enforcement actions, and conducted TIL training for examiners, bankers, and other types of retail lenders.

In 1984 Richard developed the “APR EXAMINER” handheld calculator and incorporated APR Systems, Inc. to market this product. The EXAMINER verifies TIL and Truth in Savings disclosure accuracy. Over 4,000 EXAMINERs have been distributed to compliance managers, auditors, attorneys and regulators (state and federal) from Guam to the U. S. Virgin Islands.

In 1997 Richard resigned his day job at Signet to devote full time to APR Systems, Inc. Today, he provides calculation support to CSG clients through CSG’s TILA consultants.

Tricia Briggs

Tricia is a seasoned professional with over two decades of experience in the banking and financial services industry. With a career spanning back to 2004, she climbed the ranks from a humble bank teller to a distinguished leader in deposit operations, specializing in a wide array of crucial functions including ACH entry management, federal account balancing, subpoenas and garnishments, and adept account research to resolve client issues efficiently.

Transitioning into regulatory compliance audits in 2014 with CSG, Tricia brought her wealth of banking experience to the table, contributing significantly to the success of financial institutions through comprehensive audits. Her expertise spans a comprehensive spectrum of regulatory compliance topics, including BSA/AML, ACH, Regulation E, as well as a variety of other deposit- and loan-related areas.

In recognition of her dedication and expertise, Tricia achieved the designation of Accredited ACH Professional (AAP) in 2016, further solidifying her standing as a trusted authority in the field. Tricia attained her Certified Regulatory Compliance Manager (CRCM) in 2022, underscoring her commitment to maintaining the highest standards of regulatory compliance and governance.

As Lead Compliance Auditor, Tricia oversees CSG’s dynamic team of four auditors, cultivating excellence in every aspect of the audit department.

Jodi Hampton

Jodi has 17 years of experience working in financial institutions in retail, consumer lending, and mortgage lending. She joined the CSG family as an auditor in September 2015. Since then, she has obtained her NCCO and BSACS certifications. She specializes in mortgage servicing and loss mitigation audits, and also performs a variety of other audits for our financial institutions.

LAURIE JORGENSEN

Prior to her employment at Compliance Services Group, Laurie was a Senior Compliance Consultant with Compliance Services, Inc for 14 years. Laurie began her banking career in 1977 and worked at Benjamin Franklin Federal Savings and Loan, Puget Sound Bank, and Washington Mutual Bank. She has extensive experience in compliance, money laundering investigations, fraud investigations, branch operations, lending, and corporate security.

Laurie had the lead role in several cases involving major crime organizations, and has successfully completed internal investigations involving losses up to 1.6 million dollars. During her tenure at Puget Sound Bank, the Internal Revenue Service presented Laurie with an award for “her commitment to the detection and reporting of suspected money laundering,” and she has testified, on behalf of the American Bankers Association, before a United States Congressional subcommittee on money laundering issues. She also has experience as a financial investigator for two law enforcement drug units.

Laurie is a graduate of the University of Phoenix, the ABA’s National Compliance School, and the Northwest Intermediate Banking School. She is a past president and lifetime member of the Northwest Fraud Investigators Association.

Prior to her position at Compliance Services Group, Holly was a Compliance Consultant and Office Manager with Compliance Services, Inc. for 23 years. Holly’s banking experience includes roles at Puget Sound Bank and KeyBank, where she held positions in Credit Card Processing, ACH, and Cash Management. Holly has experience in deposit and operations compliance, and BSA/AML compliance, with emphasis on BSA/AML compliance. Holly has achieved the ABA Certificate for Deposit Compliance.

Sarah Young

Sarah is a recent graduate of Indiana University’s Kelley School of Business. She obtained her Bachelor’s of Science in Business Administration with a minor in finance, and is currently pursuing an MBA through the Kelley Direct program.  Sarah is experienced in Trust audits and has obtained certification in Trust Audit Compliance & Risk Management through the Cannon Financial Institute. She also specializes in website, social media, and digital/online presence compliance for financial service providers.

Helena has over 40 years working for financial institutions, with 34 years as a mortgage underwriter, including Fannie Mae and Freddie Mac loans. She processes post-close quality control and underwriting of mortgage loan files for regulatory requirements and investor guidelines.

Geoff Pohl

Geoff has over 20 years of experience in training and planning in his career. These skills allow him to greatly improve the efficiency and effectiveness of the Mortgage Quality Control group by not only implementing improved processes but by also identifying areas for improvement. He works closely with the QC Underwriter by preparing and gathering the necessary materials required to perform the QC process in a timely and effective manner.
